Which physicians are qualified to conduct worker medical examinations in Indonesia?
Under UU 1/1970, Permenaker 02/1980, UU 17/2023, and PP 28/2024, an examining physician must meet three layers of requirements. Appointment by the employer with manpower official approval, valid STR and SIP licenses, and occupational health competency.
Under Law Number 1 of 1970 (UU 1/1970). Furthermore, Permenaker PER-02/MEN/1980, worker medical examinations must be conducted by a physician appointed by the employer who meets qualifications approved by manpower officials. Combined with current health regulations, three layers apply: employer appointment and manpower approval, active STR. Furthermore, SIP licenses under UU 17/2023, and occupational health competency through education and/or training under PP 28/2024.
Requirements under manpower regulations
Permenaker PER-02/MEN/1980 requires pre-employment, periodic, and special medical examinations to be performed by a physician (Article 1 letters a–c). Article 1 letter d defines this physician as one appointed by the employer who meets the requirements of Ministerial Regulation No. Per 10/Men/1976 and other conditions approved by the relevant Director General. Similarly, UU 1/1970 Article 8(2) requires periodic examinations to be performed by an employer-appointed physician approved by the Director (an official designated by the Minister of Manpower under Article 1(4)). Periodic examinations may also utilize external healthcare services (Permenaker 2/1980 Article 3(7)).
Requirements under health regulations
Physicians are classified as Medical Personnel under UU 17/2023 Article 198(1)–(2). Every practicing physician must hold a Registration Certificate (STR, Article 260(1)) and a Practice License (SIP) issued by the local district/city government (Articles 263–264). Furthermore, PP 28/2024 Article 236(1) and (4) require medical personnel conducting workplace health efforts—including medical check-ups. Furthermore, Fitness-for-work assessments (Article 233(5)(d)–(e))—to possess occupational health competency through formal education and/or training in occupational medicine or occupational health.
