Health Support Personnel (Tenaga Pendukung atau Penunjang Kesehatan) under PP 28/2024

Under Government Regulation (PP) Number 28 of 2024 Article 1(52). Health Support Personnel (Tenaga Pendukung atau Penunjang Kesehatan) are individuals who are neither Medical Personnel nor Health Personnel. Yet work in a Health Service Facility or another health-sector institution to support the delivery of Health Efforts.

Position in the Law

Law Number 17 of 2023 Article 197 divides health human resources into Medical Personnel, Health Personnel. Furthermore, Health Support Personnel, delegating further rules to PP 28/2024 Articles 755–760 (Article 200(2)). Article 755 divides support personnel into three groups: support for Health Efforts or Health Services. support for administration, management, and Health Information technology. and support for Health Service Facility infrastructure. The Elucidation of Article 755 gives examples for each group: Health Personnel assistants and ambulance staff. Patient registration staff and finance staff. and electrical installation staff and cleaning staff.

Why It Matters in Practice

Under Article 759, their rights include legal protection when working according to standard operating procedures, as well as occupational safety, health, and security protection. Their duties are to work according to standard operating procedures and ethics, safeguard confidential data. Furthermore, Information belonging to their workplace, and obey the rules of their workplace. Under Article 756, the Ministry of Health records these personnel through a Health Information System integrated with the National Health Information System. With further rules set by Ministerial Regulation (Article 760).
