Forum Satu Data Bidang Kesehatan (Health Data Coordination Forum)

Under Minister of Health Regulation (Permenkes) Number 18 of 2022. The One Health Data Forum (Forum Satu Data Bidang Kesehatan) is the communication. Furthermore, Coordination platform for the Health Data Steward (Walidata Kesehatan). Furthermore, Health Data Producers (Produsen Data Kesehatan) within the Ministry of Health (Article 1(10)), coordinated by the Health Data Steward (Article 17(1)).

Participants and Agenda

Article 14 names three organizers: the Health Data Steward (Article 1(8)), Health Data Producers (Article 1(7)), and this forum. The forum may involve data stewards from other ministries or agencies, regional health offices, academics, and related parties (Article 17(2)). Meeting at least once a year (Article 17(4)), the forum reaches agreements on (Article 17(3)):

• The list of data to be collected in the following year or as needed;
• Proposed Priority Health Data (Data Kesehatan Prioritas);
• Reference codes and/or master data;
• Potential interoperability of health information systems;
• Proposed access restrictions for specific data. and
• Implementation challenges.

Why It Matters

Data lists and Priority Health Data agreed in the forum form a basis for data collection (Article 20(4), Article 21(2)(b)). Health service facilities, including private facilities, act as data support providers (Article 18(1), (4)–(5)). Although PP 46/2014 was repealed by PP Number 28 of 2024 Article 1170, implementing rules remain valid where consistent (Article 1169). Priority Health Data proposed as national priority data is submitted by the Health Data Steward to the central Satu Data Indonesia forum (Article 20(5)).
