Satu Data Bidang Kesehatan (Ministry of Health Data Governance Policy)

Under Minister of Health Regulation (Permenkes) Number 18 of 2022. One Health Sector Data (Satu Data Bidang Kesehatan) is the health data governance policy aimed at producing accurate, current, integrated, accountable. Position in the Law

Satu Data Bidang Kesehatan forms part of Satu Data Indonesia and is executed through the Health Information System (Article 3(1), Article 4(1)). Data must meet data standards, include metadata, follow data interoperability rules, and use reference codes and/or master data (Article 3(2)). Its organizers are the Health Data Steward (Walidata Kesehatan), Health Data Producers (Produsen Data Kesehatan). In addition, The One Health Data Forum (Article 14, Article 1(7)–(8)). Health service facilities, including private facilities, act as data support providers rather than Health Data Producers (Article 18(1)(c), (4)(c)).

Why It Matters in Practice

Electronic medical records and service data from health facilities are data sources for the Health Information System (PP Number 28 of 2024 Article 958(1)–(2)). In addition, Facilities must integrate their systems with the National Health Information System (Law Number 17 of 2023 Article 345(2)–(3)). Portal exchanges cover aggregate data and open information (PP 28/2024 Article 970(5)), while closed data must remain confidential (Permenkes 18/2022 Article 29(1)(b)). Implementing rules of repealed PP 46/2014 remain valid where consistent with PP 28/2024 (Articles 1169–1170).
